According to the first ‘Alf's Inhabitants Anonymous’:

I don't know what they were intended for. I think they were part of the production process rather than any kind of merchandise.

I suspect they were mementoes of a cool character rather than anything else - I read somewhere that they haven't made clay models of their characters in a while.
